It is missing crucial game data that is downloaded after you install the game. The game sold in the store is incomplete. In addition, the way Steam works is that you cannot simply install the game and done. There has probably also been a day one patch as well. In the case of Middle Earth, the game has already had 6 patches at the least, 3 of which adding DLC support and all of them making tons of minor fixes and improvements. This happens with all games, whether they are indie or AAA, console, handheld or PC. Many games these days require day one patches and get patched regularly afterwards to fix bugs and sometimes add new content. The problem is that games these days are not just limited to whatever is on the disk anymore.
